FLAPS FAIL AT O DEGREES IN FLIGHT.  NORMAL TOUCH DOWN ON LANDING.   REMOVED AND REPLACED FLAP PDU IAW AMM 27-52-01, FLAPS OP CHECK GOOD IAW AMM 27-51-00.
