STRONG SMELL OF FUEL IN CABIN & COCKPIT.  R & R WATER SEPARATOR IAW AMM 21-51-13.  SMELL PURSUIT WITH APU BLEED ONLY NOT ON ENG BLEED.  DEFERRED APU IAW MEL 45-10-11.  PLACARD INSTALLED.
