DURING OXYGEN DROP FOR A SEAT REMOVAL, OXYGEN PANEL AT 8D DID NOT DEPLOY.  REMOVED AND REPLACED UNDERSEAT ENCODER AT SEAT 8D PERFORMED OXYGEN DROP AGAIN, OPS CHECKED GOOD.
