FSM - FLT 3695 - FLAPS FAILED AT 9 DEGREES ON FINAL.  FOUND NR 2 FLAP VELOCITY SENSOR CONNECTOR LOOSE AND TIGHTENED.  PERFORMED OPERATIONAL CHECK OF FLAP ELECTRICAL/ELECTRONIC COMPONENT ADJUSTMENT.  AIRCRAFT RETURNED TO SERVICE.  (M)
