FLAP FAIL IN CRUISE EMERGENCY DECLARED. (4TH REPEAT EVENT) CHECKED CMC. CONFIRMED SQK.  REVIEWED FIM 27-50-00-810-803-A VISUALLY INSPECTED ALL FLAP ACUATORS TO SEE IF TRIPPED IAW AMM 27-51-01. NONE WERE TRIPPED. CLEARED FLAP INHIBITS TO OPERATE FLAPS. OPERATE FLAPS MULTIPLE TIMES IAW AMM 27-50-00. OPS CHKD GOOD MULTIPLE TIMES.
