GROUND CREW OBSERVED FLAME COMING FROM SCUPPER VENT ON NR 1 ENG. USED RAMP FIRE EXTINGUISHER TO EXTINGUISH.  PERFORMED CLEANING AFTER DRY CHEMICAL FIRE EXTINGUISHER USED ON #1 ENG SCUPPER VENT AND NO DAMAGE FOUND AT THIS TIME PER AMM 05-51-95 AND EA M-23-172-03308.
