CABIN EMERGENCY FLASHLIGHT WILL NOT TEST.  INOP.   COMPLIED WITH SP 1B PLACARDING. REINSTALL RT FLASHLIGHT IAW AMM 25-64-00 AND OPS CHKD GOOD. THIS CLEARS MEL 25-64-02A.
