AFTER EXCEEDING 250 KTS IAS, RUDDER FLUTTERED UNTIL AIRCRAFT WAS IN LANDING CONFIGURATION.  REMOVED AND REPLACED LEFT (UPPER) LHP-4000 CARD IAW A/C MM 22-12-01.  OPS CHECKED GOOD ON GROUND.
