RIGHT AND LEFT OUTBOARD STAB AND VERT FIN BOOTS INOP AFTER 28 SECONDS ON TIMERS 1 & 2.  RETURNED TO DEN.  REPLACED LEFT HORIZONTAL STAB DEICE BOOT IAW MM CHAPTER 30-10-01.  OPS CHECK GOOD.
