## Discrepancy

FLAPS FAIL MESSAGE.  FLAPS WOULD NOT MOVE FROM 5 DEGREES POSITION.  REMOVED AND REPLACED RIGHT OUTBOARD FLAP INBOARD ACTUATOR IAW CRJ MM 27-53-05.  RIGGED FLAPS AND OPS CHECK GOOD.
