AFTER TAKEOFF, SELECTED FLAP FROM 20 DEGREES TO 8 DEGREES AND GOT A FLAPS FAIL MESSAGE.  RETURNED TO FAT.  RE-RIGGED FECU IAW 27-51-10.  OPS CHECK GOOD ON GROUND.
