BOTH OUTBOARD FLAPS WILL NOT MOVE.  REMOVED AND REPLACED RIGHT OUTBOARD FLAP AND LEFT NACELLE FLAP ACTUATOR IAW EMB MM 27-50-04.  OPERATIONAL CHECK GOOD IAW 27-50-00.
