BOTH "PACK FAIL" LIGHTS ILLUMINATED WITH SMOKE IN COCKPIT AND CABIN.  REPLACED LEFT AND RIGHT PACK FAIL SWITCHES IAW 21-00-00.  OPERATIONAL CHECKS GOOD.
