FIRST OFFICER'S SHOULDER HARNESS RELEASE IS INOPERATIVE.  (FLT 4539)  REPLACED THE FIRST OFFICER'S SEAT BELT LOCKING MECHANISM.  PN OFF  5001-1-021-2396.
