## Discrepancy

FLAP FAIL.  DECIDED TO DECLARE AN EMERGENCY DUE TO FLAPS BEING STUCK DOWN AT 30 DEGREES AND THE HIGHER FUEL BURN, WHICH WAS CAUSING THEM TO APPROACH MINIMUM FUEL VERY QUICKLY.   RESET FLAPS IAW FIM AND AD.
