## Discrepancy

AFTER TAKEOFF, STRONG BURNING ODOR AND SMOKE NOTED IN CABIN,  DECLARED EMERGENCY AND RETURNED TO DEPARTURE.  REMOVED AND REPLACED THE BALLAST AT ROW 7 C&D. ALL CHECKED GOOD.
