FLAP DISAGREEMENT OUTBOARD PAIR WHEN SELECTING FLAPS UP AFTER TAKEOFF, 2 BARS STILL LIGHTED ON PANEL.  WOULD NOT RECYCLE PER QRH.  WOULD NOT EXCEED 15 DEGREES UPON LANDING.  CLEANED AND LUBRICATED TRACKS AND ROLLERS.  OPS CHECK NORMAL.
