COCKPIT TEMP UNCONTROLLABLE & UNACCEPTABLE ON CLIMB & DESCENT WITH TRIM AIR ON OR OFF.  FLT DECK TEMP STILL ERRATIC, W-TEMP CTL OFF TEMP STILL WANDERS IN STBY STEADY BUT CONT.  FOUND LT PACK TEMP CONTROL VALVE SEIZED.  REPLACED IAW AMM.
