## Discrepancy

POTABLE WATER INOP IN ENTIRE AIRCRAFT.  HOUSTON REPORTEDLY SERVICED SYSTEM BEFORE DEPARTURE.  DRAIN VALVE FROZEN IN OPEN POSITION, UNABLE TO RETAIN WATER.  TRIED ACT NO HELP.  REPLACED FILL VALVE (643-1474).
