TURB CASE COOL LPT R RIGHT ENGINE LOW PRESSURE (LPT) TURBINE CASE COOLING ACTUATOR IS STUCK OR REVERTED TO ITS FAIL-SAFE POSITION.  STATUS MSG-7560702 ACTIVE TA HARD.  REPLACED TCC ACTUATOR WITH NEW ONE.
