CREW REFUSAL.  MUST FIX DF0451 PRIOR TO DEPARTURE.  TOILET VACUUM MOTOR STARTED RUNNING CONTINUOUSLY AFTER TAKEOFF.  REMOVED AND REPLACED LAV BLOWER MOTOR CONTROLLER.
