NO POTABLE WATER IN ENTIRE ACFT,   FLIGHT DIVERTED.  FOUND POTABLE WATER FILL VALVE PARTIALLY OPEN, CYCLED FILL VALVE OPEN AND CLOSED, CHECKED ALL LAVATORIES AND GALLEYS FOR WATER PRESSURE.
