LANDING GEAR WOW SYS FAIL EICAS CAUTION MESSAGE.  LANDING GEAR WOULD NOT RETRACT.  IAW QRH, DECLARED EMERGENCY, RETURNED TO DEPARTURE, LANDED WITHOUT INCIDENT.  REPACKED NLG STRUT AND PERFORMED GEAR SWINGS.  OPS CHECK GOOD.
