APU BLEED NOT SUPPLYING DUCT PRESSURE AND BLEED VALVE NOT INDICATING OPEN.FOUND GROUNDED SHIELD AT ECU, REPAIRED WIRING.   REMOVED AND REPLACED APU BLEED AIR VALVE IAW AMM 36-11-00. OPS CK GOOD.
