CA SEAT BELT BUCKLE WILL NOT RELEASE.  REMOVED ROTARY PART OF SEAT BELT FROM CAPT SEAT AND SWITCHED ROTARY PART OF SEAT BELT WITH THE SECOND OBSV ROTARY SEAT BELT PART & DEFERRED SECOND OBSV SEAT PN 1101550-03. TRANSFER TO DMI 257490 PER MEL 25-11-02-02.  R & R 2ND OBSERVERS SEAT BELT BUCKLE IAW CMM 25-11-04. OPS CHK GOOD. THIS CLEARS DMI 257490, PLACARDS REMOVED.
