INSPECTION TYPE:N/A, HORIZONTAL STABILIZER STOPPED MOVING AFTER LANDING AT 4.0 DEGREES.  FOUND RIVET STUCK IN HORZ STAB GEARBOX ASSY.  REMOVED AND REPLACED GEARBOX ASSY AND BOTH JACKSCREW ASSYS.
