FLT 1227 - CLT-IAD - AFTER TAKEOFF FROM CLT, THE AIRCRAFT WOULD NOT PRESSURIZE.  FLIGHT RETURNED TO CLT.  MAINTENANCE REPLACED THE PRIMARY OUTFLOW VALVE.  (M)
