CREW REPORTED FLAPS FAIL MESSAGE AT ZERO DEGREES ON APPROACH. CREW DIVERTED AND LANDED WITHOUT INCIDENT.  MAINTENANCE TROUBLESHOT IAW ACFT FAULT ISOLATION MANUAL, R & R NR 1 LT INBD FLAP ACTUATOR AND PERFORMED CHECKS IAW AMM.  AFT RELEASED FOR SERVICE.
