## Discrepancy

AT ROTATION RECEIVED NOSE WHEEL STEERING INOP.  RAN QRH AND IT DID NOT RESET.  CAPTAIN CHOSE TO RETURN TO DEPARTURE DUE TO WX.  EMERGENCY WAS DECLARED.  PERFORMED OPS TEST OF NOSE WHEEL STEERING IAW AMM,  OPS TESTED GOOD.
