(EMERGENCY DECLARED) (AIRCRAFT NOT GROUNDED) ON APPROCH, LANDING GEAR WOULD NOT COME DOWN. GOT ECAM L/G GEAR NOT DOWNLOCKED. DID A GRAVITY GEAR EXTENSION / REMOVED AND REPLACED L/G SAFETY VALVE, OPS CHECK GOOD. THIS CLOSES MEL 32-31-00A MDDR# 227361, (M) PROCEDURES REVERSED AND PLACARDS REMOVED.
