LEFT PILOT SIDE, PROP DE-ICE GLOWING ORANGE WHEN IN USE.  ACFT RETURNED TO AIRPORT OF DEPARTURE, DUE ICING CONDITIONS.  UNEVENTFUL LANDING MADE.  OBSERVED DAMAGED HEATING ELEMENT IN ON PROP BLADE DE-ICE BOOT.  PROPELLER WAS REPLACED.
