1. This STC is only applicable to Model 737-500 aircraft with serial numbers 24651, 25191, 25289.

1. Installation of an Oil Spill Response (OSR) system on Boeing 737-500 Series aircraft certified in the Restricted Category for special purpose operations. The installation supports Forest and Wildlife Conservation aerial dispensing of liquids.

2. Maintenance is to be performed in accordance with FAA-accepted Instructions for Continued Airworthiness (ICA), Kilroy Aviation document #D1-S1144-ICA, Revision A, dated 04/22/2025, or later FAA-accepted revision.

3. Aircraft is to be operated in accordance with Airplane Flight Manual Supplement (AFMS), Kilroy Aviation document #D100-OM-WS002, revision NC, FAA-approved 07/21/2025.

3. If the holder agrees to permit another person to use this certificate to alter a product, the holder must give the other person written evidence of that permission.

4. A copy of this certificate and documents cited in this certificate must be maintained as part of the permanent records of the modified aircraft.

5. The aircraft must be operated in accordance with the "Limitations" section of the AFMS, Kilroy Aviation document #D100-OM-WS002, revision NC, FAA-approved 07/21/2025.

6. The aircraft must be maintained in accordance with the FAA-approved Airworthiness Limitations section of the ICA, Kilroy Aviation document #D1-S1144-ICA, Revision A, dated 04/22/2025. This section contains mandatory inspection/replacement tasks, which are FAA-approved and must be complied with at the required thresholds and/or intervals.

8. Articles listed in Kilroy Aviation document No. D1-S1144-CPL, Rev A, March 3, 2025, 737-500 Commercial Parts List, are not eligible for Parts Manufacturer Authority (PMA).

9. Restricted Category aircraft may not be operated in a foreign country without the express written approval of that country.

10. During Restricted Category operation, this aircraft has not been shown to meet the requirements of the applicable comprehensive and detailed airworthiness code as provided by Annex 8 of the Convention on International Civil Aviation.

11. No passengers are permitted during Restricted Category operation.

Certification Basis:

Based on 14 CFR §§ 21.115, 21.101, 21.25, the FAA policy for significant changes per FAA Order 8110.48, and the FAA policy for Restricted Category type certification per FAA Order 8110.56B, the certification basis for this modification to the 737-500 aircraft is as follows:

a. 14 CFR 21.25(a)(1). The restricted category special purpose operation for this modified aircraft is per § 21.25(b)(2), forest and wildlife conservation aerial dispensing of liquids.

b. The type certification basis for this aircraft is shown on Type Certificate Data Sheet (TCDS) A16WE for parts not altered nor affected by the design change.

f. Applicable 14 CFR Part 26 regulations at the latest amendment 26-0 through 26-7: Based on 14 CFR § 21.101(g), applicable provisions of 14 CFR Part 26 are included in the certification basis. For any future 14 CFR Part 26 amendments, the holder of this STC must demonstrate compliance with the applicable sections. As of the latest amendment date of this STC, compliance has been found for the following regulations: 14 CFR § 26.11(c) [Amdt.

26-7]; § 26.47(c) [Amdt. 26-7].

g. Equivalent Level of Safety (ELOS). This modification complies with ELOS Memorandum # STC9608NY-T-F-1, 14 CFR 25.251(b) [Amdt. 25-0]; Equivalent Level of Safety (ELOS) Finding for Vibration/Buffeting Compliance Criteria, Installation of an oil spray rig system on a 737-500 Aircraft.
