The NAA Export Certificate of Airworthiness (Export C of A) endorsed as
noted below under "Import-Requirements" must be submitted for each
individual glider for which application for certification is made. Sailplanes, S/N
12002 through 12015 inclusive, must have an elevator control connection
inspection window installed in accordance with Schleicher Technical Note 3
dated 19 May 1970 or an FAA-approved equivalent.
A U.S. airworthiness certificate may be issued on the basis of an NAA Export C
of A signed by a representative of the German Airworthiness Authority, the
Luftfahrt-Bundesamt (LBA), containing the following statement: "The glider
covered by this certificate has been examined and found to comply with the
Federal Republic of Germany glider airworthiness requirements dated August
1939 plus the flight requirements of the Federal Republic of Germany Glider
Airworthiness Requirements dated February 1966, and conforms to Type
Certificate No. G21EU".
Refer to the applicable bilateral agreement to verify eligibility for import into
the United States of both new and used aircraft based on the scope of the
agreement, to identify any required statements by the exporting authority on the
export certificate of airworthiness (or equivalent document), and for procedures
for coordinating exceptions to conformity statements on these documents. Refer
to FAA Order 8130.2, Airworthiness Certification of Aircraft, for requirements
for issuance of an airworthiness certificate for imported aircraft.
FAR 21.23, effective 1 February 1965.
Federal Republic of Germany Glider Airworthiness Requirements (BVS) dated
August 1939 plus the flight requirements of the Federal Republic of Germany
Glider Airworthiness Requirements (LFS) dated February 1966 were found to
provide a level of safety equivalent to provisions of FAR 21.23 to enable
certification under the provisions of FAR 21.29.
Type Certificate G21EU issued May 14, 1971.
Date of Application for Type Certificate: September 14, 1967.
The LBA, originally type certificated these gliders under its Type Certificate
(TC) No. 259, initial issue April 4, 1967. Effective September 28, 2003, the
European Aviation Safety Agency (EASA) began oversight of these models and
the LBA TC was deemed to be issued by EASA and remains valid.
The basic required equipment as prescribed in the applicable airworthiness
regulations (see Certification Basis) must be installed in the glider for
certification. In addition the following equipment must be installed:
Instruments:

G21EU 3
(1) Airspeed Indicator, Schleicher P/N 6 FMS 3/W12 or an FAA-approved
Equivalent.

or – for approvals made before September 28, 2003 – by the LBA:
• Service bulletins

• Overhaul and maintenance manuals
The FAA accepts such documents and considers them FAA-approved for type
design data only unless one of the following conditions exists:
• The documents change the limitations, performance, or procedures of
the FAA approved manuals.
The FAA uses post type validation procedures to approve these documents. The
FAA may delegate on a case-by-case basis to EASA to approve these on behalf
of the FAA for the U.S. type certificate. If this is the case, it will be noted on
the document.
NOTES.
NOTE 1. Current weight and balance report including list of equipment in certificated empty weight, and
loading instructions when necessary, must be provided for each glider at the time of original
certification.
