Wichita Aircraft Certification Office Reason for Airworthiness Concern: The FAA is investigating ACE-118W a possible unsafe condition where the crew seat back attachment 1801 Airport RD bracket failed where it is welded to the base. Thus, the seat Wichita, KS 67209 back can fall backwards which could cause loss of airplane 316-946-4123 control.
Gary.Park@faa.gov FAA Description of Airworthiness Concern Cessna is issuing Service Bulletin SB07-25-03, "Modification of the Belt Fitting for the Crew Seat", expected release date of February 23, 2007, because of reports of seat base failures from the lack of penetration of welds.
The service bulletin requires that the crew seat back attachment bracket be replaced. The seat shall be modified as described in the service bulletin; whereby, the welded seat back attachment bracket and two flanges be removed. A new belt fitting is then attached on the seat base using two bolts. Non-compliance with this service bulletin may result in a seat back attachment bracket breaking off from the seat base.
At this time, the FAA has not made a determination on what type of corrective action (if any) should be taken.
The resolution of this airworthiness concern could involve an Airworthiness Directive (AD) action or a Special Airworthiness Information Bulletin (SAIB), or the FAA could determine that no action is needed at this time.
The initial Risk Assessment for this concern indicated that an AD or SAIB might be considered.
Enclosed is the Initial Risk Assessment Evaluation Chart (IRAEC).
