Airworthiness FAA Concern Sheet Date: 19 October 2007 Full Name Philip Petty Make, Model, Series, Serial No.: Hawker Beechcraft Model Title Aerospace Engineer (electrical) 390: Serials RB-4 through RB-204.
Organization FAA Department ACE-119W Address 1801 Airport Rd, Room 100 City State ZIP Wichita, KS 67209 Telephone Number 316-946-4139 E-mail philip.petty@faa.gov Reason for Airworthiness Concern: The FAA has received a report from the manufacturer that unannunciated loss of AOA Probe heat can occur and remain undetected for up to 400 hours.
FAA Description of Airworthiness Concern (Who, What, Where, When, How! Attachments: KA and appropriate data):
There is a concern that some undetected failures within the AOA probe could result in annunciated loss of AOA probe heat. This could, in turn, result in a prolonged unannuciated loss of stall warning system protection, including until after the airplane begins to enter stall conditions.
Request for Information (Proposed Alternate Inspection/Repair Procedures, Cost Impact, Etc. Note: Any comments or replies to the FAA need to be as specific as possible. Pleasp provide specific examples to illustrate your comments/concerns.): We are currently evaluating what corrective action would be appropriate. The airplane manufacturer has released a mandatory service bulletin (SB27- 3787, May 2007). SB 27-3787 instructs operators to either upload new software to the AOA transmitters which would provide detection of loss of probe heat and re-identify the transmitters, or replace the old AOA transmitters with new ones which include detection of loss of probe heat. The airplane manufacturer has requested this be enforced with an Airworthiness Directive which mandates the service bulletin.
Please direct all comments/input to Philip Petty at the Wichita Aircraft Certification Office no later than November 19, 2007. (Contact information above) This Airworthiness Concer Sheet (ACS) is intended as a means for FAA Aviation Safety Engincers to coordinate airworthiness concems with aircrati ownerfoperstors through associations and type clubs. At this time, the FAA has not made a determination on what type of corrective action (if any) should be taken: The resolition of this airworthiness concern could involve an AD action or an SAIB. or the FAA could determine that no action is needed at this time.
The FAA's final determination will depend in part on the information received in response to this ACS.
The FAA endorses dis ciatiom and type clubs comments.
