Airworthiness FAA Concern Sheet Date: August 27, 2008 Full Name: Donald Ristow Title: Aerospace Engineer Organization: Wichita ACO, ACE-116W Department: Mechanical Systems Address : 1801 Airport Road, Room 100 City State ZIP: Wichita, Kansas, 67209 Telephone No: 316-946-4120 E-mail: Donald.Ristow@FAA.GOV Make, Model, Series, Serial No.:

Hawker Beechcraft Corporation (HBC) Model 1900, serial UA-3 Model 1900C, serials UB-1 thru UB-74 and UC-1 thru UC-174 Model 1900C (C-12J), serials UD-1 thru UD-6 Model 1900D, serials UE-1 thru UE-439 Reason for Airworthiness Concern: Fatigue crack(s) in the main landing gear actuator end cap may lead to loss of hydraulic fluid which may result in the inability to extend or lock down the landing gear. As a result, a gear up landing or gear collapse on landing could follow.

FAA Description of Airworthiness Concern:

Two HBC Model 1900 series aircraft main landing gear actuators have been found with fatigue crack(s) in the end cap, which resulted in hydraulic fluid leakage. This condition, along with an inoperative liquid level sensor, was found on one airplane that landed with all landing gear up. HBC has issued safety communiqué (No. 285) to inform the fleet of a potential issue with the liquid level sensor. Additionally, a recurring inspection/functional check of the liquid level sensor has been added to the airliner maintenance manuals. Mandatory service bulletin 32-3870 has also been issued to require inspection of all Model 1900 series airplanes main landing gear actuators. This includes an initial visual inspection followed by a repetitive ultrasonic inspection every 1200 cycles.

Request for Information (Proposed Alternate Inspection/Repair Procedures, Cost Impact, Etc. Note: Any comments or replies to the FAA need to be as specific as possible. Please provide specific examples to illustrate your comments/concerns.): Because the FAA is considering airworthiness action to mandate the HBC service bulletin on these airplanes, we are soliciting additional information or comments. Please send your comments to the above e-mail address.

This Airworthiness Concern Sheet (ACS) is intended as a means for FAA Aviation Safety Engineers to coordinate airworthiness concerns with aircraft owner/operators through associations and type clubs. At this time, the FAA has not made a determination on what type of corrective action (if any) should be taken. The resolution of this airworthiness concern could involve an AD action or an SAIB, or the FAA could determine that no action is needed at this time. The FAA's final determination will depend in part on the information received in response to this ACS. The FAA endorses dissemination of this technical information to all manufacturers and requests association and type clubs comments.
