What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
Narrative: after receiving one hour of dual flight training, Mr. Welch was released to fly solo in the traffic pattern. He was practicing take-off and landings after installing new (stock factory) wing tips. Previously the aircraft was equipped with "super" tips that provide operation at a slower speed. Mr. Welch made the 1st take off and went around on the first landing attempt. Returning for the second attempt, he applied power at the point of deceleration. The aircraft was apparently stalled and dropped to the runway. The nosewheel struck first, the aircraft bounced into the air. Mr. Welch held the controls in full aft pitch. The aircraft again dropped to the runway nose first, striking the prop on the runway. No further incident.
