What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

Narrative: on March 15, 1995, at 2000 CDT, Cessna R182, N2359C, registered to fleischmann air, inc. and operated by Mr. Jerry w. stone, a private pilot holding an instrument rating, certificate number 337503512, landed gear up on runway 4 at john h. batten airport, Racine, WI (rac), with VMC existing at the time. Mr. Stone stated that he departed Racine on an IFR flight plan to madison, WI, returning to Racine with one pax on board; this individual also being a private pilot with an instrument rating. Upon approach into rac at an altitude of 3500 feet Mr. Stone indicated that he was being vectored by mke ATC to intercept the localizer for rwy 4. Due to a delay with instructions from ATC the aircraft passed through the localizer at which time Mr. Stone again contacted mke ATC for clarification. At contact rac on the UNICOM. Due to apparent confusion with communications between the aircraft and mke approach, the speed and altitude of the aircraft while intercepting the localizer, the transition to a visual approach, and input from the passenger pilot, Mr. Stone stated he did not follow the before landing checklist procedures and subsequently failed to lower the landing gear. privacy data omitted This incident is considered closed.
