Narrative: on April 11, 1996, 2120 local (0220 UTC) an American eagle flight 4127 (ATR-72/N260E) enroute from ord to sbn declared an emergency. On approach to sbn, during the before landing checklist, the PIC noticed the flap indicator stopped at 27 degrees with the flap extension flag in the window. Immediately there after the "flap unlock" master caution alerted. A go around was performed, all appropriate checklist were completed and a request for emergency crew standby was made by the PIC. The PIC then executed a reduced flap landing without further incident. Maintenance personnel reset #1 and #2 multifunction computers and performed an operational check of the flap system. They were unable to duplicate the discrepancy. The aircraft was flown on a functional check flight without further incident and subsequently returned to service.
