What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
Narrative: 1. On 06/04/96 at 1900Z time, a Beech BE-90-C90 aircraft (N6173C) departed el reno airpark (F28) airport, Oklahoma en route to Kansas City down town (mkc) airport, Missouri. On approach to land at mkc, pilot james e. meadows had a landing gear circuit breaker popped open. Pushing close the circuit breaker, the pilot lowered the gear handle. 2. Upon lowering the gear handle, the pilot noted a red light in the gear handle. The pilot proceeded without success to execute the emergency landing gear extension procedures. (The emergency pump handle would not move.) Declaring an emergency, the pilot flew-by mkc tower in order to verify that all gear were down. The pilot landed the aircraft without sustaining any injuries. There was very minor damage to the aft fuselage, main gear doors, and trailing edges of flaps. 3. On examination, executive Beech (akgr) found masking tape lodged into the nose gear actuator (part no. 50-820308-5, serial no. 647-R-1) sleeve causing the actuator arm to be jammed without allowing full extension. It was apparent that the masking tape had been left on by mistake from the painting of the aircraft as there was evidence of white paint over spray on the tape. This was the first flight of this aircraft after it had been painted at cimarron aircraft corporation, el reno airpark, Oklahoma. 4. This aircraft had been returned to service by an airframe certificate mechanic at cimarron aircraft corp. on 06/04/96. Returning this aircraft to service after maintenance with masking tape still attached to the landing gear strut resulted in the degradation of the airworthiness of the aircraft and the safety of the pilot. This is a review of the maintenance practices conducted at cimarron aircraft corp. 5. This incidentprivacy data omittedis closed.
