Narrative: on March 24, 1997, at approximately 1830 PST, CFI theodore sumner was conducting high speed taxi and aircraft handling operations with a student on runway 27 at the Ramona, CA airport in N25ZA, a zenair model CH2000 aircraft. Sumner's passenger was a potential student who had accrued approximately 2 hours demonstration/flight time in this aircraft. The CFI indicated that during a high speed taxi the right brake failed and the aircraft veered off of the runway, through a ditch and into a barb wire fence. Neither sumner nor his student were injured; no fire resulted. The aircraft sustained minor damage. Investigation determined that the right brake line, which was made of a 1/4" clear nylon "plastic like" material (no p/n listed for this part in the manufacturers part's manual) had failed due to a bubble formed in the wall of the line. This bubble is believed to have been caused by the close proximity of the line to the brake disc. In this particular operation, the CFI was instructing the student in taxiing the aircraft, using the runway to practice on. The student apparently kept brake pressure applied to the right brake, causing the brake disk to become hotter than normal resulting in heat transfer to the brake line which, in turn, caused the bubble to form. This aircraft was equipped with wheel fairings on all 3 landing gear making it impossible to inspect these brake lines for condition and routing during normal pre-flight activities. This incident did not involve a NMAC or a pilot deviation. Note: at the time of the incident, the student did not have a third class medical/student certificate. The information indicated for the student was obtained from okc airman records.
