Acft bounced on landing, ran off the rwy, struck a fence, and flipped over.(-23) on June 14, 1999, Mr. John edward duquette, pilot certificate number 571423633, departed chino airport (cno) at approx. 0745 PDT in a BC12-D Taylorcraft, registration number N5096M enroute to El Monte Airport (EMT). Mr. Duquette received a weather briefing from the riverside flight service station prior to departure. Weather conditions were VMC with light and variable winds. N5096M proceeded northwest bound for EMT receiving instructions from the EMT control tower to make left traffic for runway 19. EMT tower cleared N5096M to land on runway 19. N5096M touched down at an airspeed faster than normal prompting Mr. Duquette to hold N5096M on the runway. After the second bounce (porpoise), Mr. Duquette attempted to execute a go-around. As the engine started to develop power, torque started turning the aircraft to the left. Mr. Duquette stepped hard on the right rudder to stop the left turn, and at this point he lost control of the aircraft. N5096M went from the FAR left side (east) of runway 19, ran off the right (west) side of the runway. After colliding with the VASI, N5096M ran into a chain link fence and flipped over on its back. The los angeles county fire department responded to the incident and Mr. Duquette suffered only minor injuries. Mr. Duquette was taken to the hospital after the incident and released. As a result of this incident Mr. Duquette was informed that a re-examination flight would be conducted under title 49 paragraph 44709 of the U.S. Code. Mr. Duquette elected to voluntarily surrender his pilot certificate.
