On June 23, 1999 this office received a call from sgt. louvere, waaf operations at Wheeler, informing us of an incident that happened on June 22, 1999. Sgt. louvere: reported that a Robinson R22B helicopter squawking 7700 landed at the airfield around 17:20 hour Hawaii local time on June 22, 1999. privacy data omitted From the discussion I had on June 23, 1999 with sgt. louvere, I found out that Wheeler tower was in contact with the pilot prior to the communication failure. Therefore, no violation of airspace occurred. The pilot also received light signal clearing him to land prior to touchdown at the airfield. As a result, Wheeler operations has not reported any violation and no regulations appear to have been violated. A discussion with the pilot, Mr. Winter , reconfirmed what Wheeler reported that day (see pilot statement). Also a discussion with the A&P mechanic from rainbow pacific helicopters, lts., reconfirm the equipment failure. privacy data omitted A report was filed by the pilot and a copy of the maintenance log was submitted for FAA review. The incident was reported to the principal avionics in spector of rainbow pacific helicopters, ltd., which will be following up on the equipment malfunction. As no violation occurred, no actions was taken against the pilot and the investigation was concluded.
