(-23) On July 11, 2001, Mr. Robert b. cooper departed Johnson County Executive Airport (ojc) in M-20 N6327Q for m. graham clark airport, point lookout, Missouri (plk). Due to reported radio communications problems shortly after departure, Mr. Cooper decided to return to ojc. On his first landing attempt on runway 18, the aircraft bounced several times and he elected to go-around. On his second landing attempt, Mr. Cooper landed when the landing gear was not fully extended and locked in the "down" position resulting in a collapse of the landing gear and damage to the propeller and belly of the aircraft. There were no injuries to the three occupants. The control tower reported that the landing gear had been extended prior to touchdown;however, a flight instructor stated that she observed the aircraft land with the gear in the "up" position. The pilot reported that the mechanical landing gear handle flew to the floor (gear up position) at touchdown. A gear retraction test confirmed that the landing gear functioned normally.
