What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-23) On August 15, 2001, Cessna CE-177, N30247, departed hpn with a destination of blue ash, Ohio, with a fuel stop at jst. Upon departure from jst, while climbing through 6000 ft MSL, the engine lost power. The pilot in command, mr marvin mayer specter (#1976904), made an off airport landing in a field located in Davidsville, PA, 10-miles south of jst. There was no damage to the aircraft or injuries ot the pilot. An on-scene investigation by this office (incident number IE0310118) revealed serious fuel contamination, aircraft out of annual inspection, and non compliance with AD notices. Repairs were performed to the fuel system. On August 20, 2001, this office issued a ferrry permit from the field in Davidsville, PA, to jst for an annual inspection. On August 21, 2001, a Cessna CE-177, N30247, with mr marvin mayer specter (#1976904) as pilot in command attempted an off airport departure. The total length available of the area was approximately 3000 feet. The take off was attempted to the southwest approximately 230 degrees. Approximately 1500 feet from the departure end was a series of power transmission lines and support towers which were perpendicular to the departure path. After initiating the take off roll, the aircraft became airborne in approximately 1150 feet. The PIC attempted a 30-degree right turn to avoid the power transmission lines. The aircraft struck a small embankment, deaccelerated, struck an electric wire fence, two trees and came to rest inverted in a private residence front yard. The aircraft was destroyed. The PIC sustained minor injuries. An on-scene investigation by this office revealed: the flaps were retracted. The pilot operating handbook for a CE-177 page 2-9 "soft field takeoff" maximum performance take off page 1-3 indicates flaps set "1/4". The ignition switch was found on the left magneto only. The pilot operating handbook for a CE-177 page 2-7 indicates the sequence for a mag check is right mag then back to both mags followed by left mag then back to both mags. As a result of the aforementioned: aircraft incident on 08/15/01 (IE0310118) and subsequent aircraft accident on 08/21/01 (NYC01LA213) the PIC, mr marvin mayer specter, voluntarily surrendered his private pilot certificate #1976904 to this office on 08/30/01.
