What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) Loss of engine power over airfield resulted in impact with a railroad tie used as a fence post and a fence. Aircraft flipped upside down. Both fuel caps were removed, resulting in unusable fuel draining onto the ground. 01/03/02 case closed. Returned by office manager to wait for NTSB teardown inspection. NTSB ran the engine and found no fuel in carburetor fuel bowl but the time between the accident and the running of the engine was extensive. The lack of fuel could not be attributed to fuel mismanagement by the operator.
