What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) The rotorcraft approached the east end of taxiway alpha to land on the ramp when another aircraft radioed intent to taxi onto runway 27 via taxiway alpha. The rotorcraft hovered up to approximately 200 feet AGL and proceeded to move to the west end of taxiway alpha to avoid the taxiing aircraft. Near the end of the taxiway the rotorcraft turned to the east and proceeded to the ramp area to land. The pilot had not noticed that a Cessna 172 was parked unsecured in the northwest corner of the ramp until he passed by it approximately 250 feet to the south at an altitude of 200 feet AGL. As the rotorcraft passed by the Cessna, the rear facing engineer notified the pilot that the Cessna had turned over. The wind at the time was approximately 10 to 17 knots from the southwest and the Cessna was tail to the wind.
