(-23) At approximately 09:45 james scambos and his son departed jyo for some local flying. After doing a touch and go at jyo the pattern started to get busy so they elected to head north toward point of rocks Maryland. Mr. Scambos son stated that at around 10:10E time the engine went to idle. Mr. Scambos tried resetting all the engine controls but nothing helped. Mr. Scambos also tried different magnetos this also did not help. A distress call was made and they headed back to jyo initial call said 5 miles out but in fact they were only around 3 miles out. James scambox was in the left seat flying in a southerly direction when a private pilot andrew steketee heard their call and saw the aircraft approaching from the south as he was headed in a northerly direction. Mr. Steketee radioed the distressed aircraft and asked if any help was needed, at the same time made a 180 degree turn and line up on the left wing high to Mr. Scambos as not to interfere with any maneuvers Mr. Scambos might make. The distressed aircraft proceeded south towards jyo but realized he was not going to make the airport at this time he was directly over the old town of Leesburg Mr. Scambos made a 180 degree turnand was going to land at ida lee park in Leesburg. At approximately 10:30E on his final left turn over tudor CT in Leesburg the left wing stalled causing the aircraft to strike the ground at a 30 to 40 degree angle left wing low. The left wing tip and nose gear contacted the ground at approximately the same time. The left wing broke from the fuselage and turned 90 degrees with the leading edge toward the ground. The nose gear and left main gear sheared off and came to rest in the vicinity of the aircraft fuselage. The tail of the aircraft broke from the fuselage approximately 6 to 8 feet behind the cockpit. The engine mounts broke but remained with the aircraft. The number 4-cylinder front left and the fuel pump were severely damaged. The flight control stick was separated from its housing, which was also cracked. The elevator push rod broke from the control column on impact.
