(-23) On 7-21-02 delta airlines flight 1014 departed Salt Lake City, international airport runway 34R enroute to Washington dulles, airport. On rotation the airplane struck the tail skid and put a 20 foot skid mark on the runway. The pilot declared an emergency. The airplane landed without incident after the fuel was burned down to the airplane landing weight. Minor damage to the airplane tail skid, no structural damage. Airplane was inspected by delta maintenance. Tail skid cylinder replaced and airplane returned to service. This was the crews first flight of the start of their rotation. A load audit was done following this incident. The load audit showed that there was 1450 lbs loaded in the aft cargo bay instead of the forward cargo bay. In addition, there were 30 bags (1100 lbs) that were not included in the awabs weight. The airplane was within c.g limits, but was 100 lbs over the 1000 lbs. Tolerance allowed for cargo. (-23 amendment) the load audit for delta flight 1014, that was received by this office, showed the following discrepancies: 1. The load manifest the pilot received showed cargo 0 lbs. In bin 1, 250 lbs. Bin 2, 3275 in bin 3, and 0 lbs. In bin 4. The audit load manifest showed 0 lbs. In bin 1, 100 lbs. In bin 2, 4175 lbs. In bin 3, and 400 lbs. In bin 4. 2. The audit load manifest moved the c.g. from 25.5% mac to 27.0% mac and the trim setting from 4.9 to 4.7. 3. The actual takeoff weight given the pilot was 158655 lbs. The audit takeoff weight was 159815 lbs. The crew used takeoff performance data for rwy 34R of 163678 lbs. This was a safety margin of 3863 lbs. The airplane did takeoff within its performance limits for rwy 34R.
