From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. Compare the reported make and model.

What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-23) The aircraft departed svh, VFR, no flight plan filed, under CFR part 91 rules for the purpose of required 1 hour cylinder break-in flight. Prior to flight the number 4 cylinder was replaced and required ground runs accomplished. The aircraft departed runway 28 at svh and was in a full power climb to 375 feet approaching 400 feet AGL the aircraft experienced a power loss. The power loss or reduction was to the range of idle plus. The pilot verified that the fuel boost pumps were on and made a slight throttle input with no power increase. The pilot picked a pasture to land if needed but with 300 feet altitude he decided to make a 180 and land on runway 10 at svh. He maneuvered aircraft to make runway 10 and approximately 1/3 the way down runway 10 the aircraft made hard contact with the runway. The right wing tip scraped the ground, the nose gear made hard contact resulting in a prop strike and sudden engine stoppage. The aircraft stopped in about 50-100 feet. The pilot ordered the passenger out of the aircraft. The pilot secured the aircraft prior to exiting. Mr. Ralph carr, aviation safety inspector, charlotte FSDO investigated this incident 11/24/03. He verified minor damageto the right wing tip and gear door. The props tips are bent. The engine requires a tear down due to sudden stoppage of engine and prop. A compression check of the newly replaced number 4 cylinder was accomplished on 11/24/2003 and witnessed by inspector carr. The compression check was normal and the inspector stated that all work accomplished on that cylinder change was done properly. This incident is considered closed unless the tear down report warrants an amendment.

As the FAA filed it
